Adjusters look at a lot of roofs in a day. If nobody is up there pointing at the hail bruising and the lifted seal strips, some of it gets missed. That is how a full replacement turns into a partial repair check.
Wait too long and it gets harder. Granule loss weathers. Wind creases flatten back down. The damage is still doing harm to the roof, it is just harder to prove it came from the storm on your date of loss.
